Below is our translation of an eye-opening report from the Russian news agency FAN with commentary and notes [in brackets] by Vince Dhimos. This report is brand new and has never before been published in English.
Now https://euvsdisinfo.eu/ has been working overtime to show that FAN is a fake news source. However, this site purporting to expose fakes is itself highly questionable. It has been sued by European news organizations for wrongly calling their reports fake. This suit sparked further criticism of the site by European legal authorities. Perhaps the main flaw of this site is that it automatically categorizes any criticism of the West or reports that praise or vindicate Russia as pro-Kremlin, and this attribute is assumed to be negative. Further, it is hard to reconcile that accusation that FAN (riafan.ru) is propaganda with the fact that the site does not publish in English! And yet there is little reason to propagandize among Russians because the average Russian knows that the US has supported terrorists in Syria and elsewhere. Thus, it appears to be a site focused simply on presenting news as it happens and letting the chips fall where they may.
In fact, FAN is by no means alone in reporting on US collaboration with ISIS and other terrorist groups. Our translated report is corroborated by reports from the West. One of the most powerful weapons in the arsenal of truth is the report written by Bulgarian journalist Dilyana Gaytandzhieva, which reveals how US intel agencies sneaked arms to terrorists in Syria using diplomatic flights.
The thesis of support for ISIS by the US and its allies is corroborated by multiple sources from the West and allied countries, such as one from the UK site The Guardian (tip thanks to Quora contributor Ry Sadi), the Times of Israel, and many others.
What is disclosed in this article about US pilfering of Syrian oil is in fact corroborated by Trump’s astonishingly brazen confession that the US is indeed stealing this oil. But it also exposes the hypocrisy of the US suggestion that this oil is payment for the US service of protecting Syria from the terrorists.
MADE IN USA: How the United States helps the Islamic State. FAN investigation
American instructors who trained the militants of the Islamic State1 (terrorist organization banned in the Russian Federation), secret arms deliveries, support for militants with drones and hundreds of mercenaries imported into the country in exchange for Syrian oil. Correspondents from the Federal News Agency received testimony confirming US involvement in the creation, support, and financing of ISIS 1.
Exactly a week ago, on November 25, the FAN investigation department released the first part of its major investigation into an attempt by ISIS terrorists to seize an entire state - Syria. We received evidence that an employee of Novaya Gazeta Denis Korotkov [editor, accused of collaborating with ISIS. Novaya Gazeta is rabidly anti-Kremlin], as well as a fugitive oligarch Mikhail Khodorkovsky [oligarch wanted for fraud and tax evasion], collaborated with the Islamic State.
However, these are minor findings. The main goal of our investigation was not to reveal the links of the liberal publication, but to search for evidence of US involvement in the creation and promotion of ISIS in Syria. And in five months of work, we managed to collect a lot of evidence.
American Friends of ISIS
In the first part of our investigation, we published part of an interview with a former ISIS member, to whom we assigned the code name Malif. He told us at that time that the main thesis of his commanders was "the Americans are our allies." When we first met him in the province of Deir ez-Zor [the oil rich province where Trump is “keeping the oil”], we were very surprised that Malif feels relatively at ease. A little later, he explained to us that other ISIS terrorists who had escaped the persecution of the Syrian army and Syrian justice also feel at ease in the territory controlled by the Kurds and the USA.
“We were told that the Kurds are our brothers who cover us to protect us from infidels. The Americans are our allies; they know that we are on the right track and are helping us,” a former terrorist later explained to us.
So, quite routinely, we received the first confirmation from Syria that the country that constantly declares war on terrorism provides cover for the terrorists of the banned Islamic State.
Malif provided many more important details regarding the general situation in Syria. He said that the “Islamic State” receives the latest technology from the United States, and American instructors train terrorists, including in methods of waging war, using modern weapons, recruiting new terrorists, and in fact support ISIS  in every way.
“Everyone was shocked ... The Americans brought good equipment, some phones, weapons and trained us. I don’t know much about weapons, but there were some special phones - I have never seen such a phone in my life,” recalls Malif.
The United States also teaches ISIS to wage information wars. Several years ago, the whole world witnessed highly professional executions - the work of ISIS supervisors. Malif also told us that when he was on the island of Khuweija Gati (Khuweija Kati), his field commander Abu Hamza [there is a famous terrorist convict by this name in US custody. Apparently the man mentioned in this article is someone else] ordered one of the Islamic State’s signalmen to shoot a video on his cell [supposedly showing] that the island was not in the hands of terrorists but rather civilians, allegedly bombed by Syrian aircraft.
However, the person who was supposed to shoot the video began to refuse, explaining that such fraud is contrary to religion.
“Then the rest of the people started talking about this video, saying it was wrong and not allowed according to Sharia. Then Sharei came up. This is a mullah brigade. He came and began to explain that it is necessary, that in Islam it is not forbidden to deceive in the right way. He explained this. Abu Hamza said that this video should be sent to the Kurds as soon as possible so that they could send this video to the Americans. In other words, they have ties with America. Abu Hamza also had good connections,” said Malif.
According to Malif, Abu Hamza had good relations with the Kurds. They even developed code tables. When mobile phones and other means of communication were disconnected, they had code signals. They exchanged signals with each other using tracer ammunition and flashlights. And this was how the Americans cleverly communicated with ISIS through the Kurds.
After receiving the video, the Americans had to strike with killer drones at the positions of the Syrian army in the village of Khatla, in order to open the way for the terrorists on the island to retreat.
Malif also spoke about another fact of US cooperation with ISIS.
“When I was in Janain – that’s on the other side of the Euphrates, on the left side of the Euphrates - there was this village. Janain it’s called. A truck arrived there. We unloaded it at night. There were all kinds of black boxes, bags – bigger ones, smaller ones. Well, there were all kinds of weapons, and there were magazines and cartridges. There was all kinds of equipment. There were many radio stations then. By the way, after this day, on the second day, Abu Hamza gave me and two signalmen new radios,” Malif shared.
According to him, Abu Hamza himself received a “black sniper rifle,” with which he went around from then on.
“Abu Hamza didn’t say that it was from the Americans. It was already clear at that point. Because the Turks could not send or transmit to us. It was obvious at that point that it was from the Americans,” Malif explained.
In addition, through field commanders, the Americans warned the Islamic State terrorists when and where they would launch air strikes. However, as it turned out, Malif was nonetheless injured by an American drone, after which he was hospitalized.
“No, the hospital was good there, by the way. Nice huge hospital. You asked about the Americans. Personally, I was treated by a French doctor. My doctor was a Frenchman. And some drugs there were Syrian but most drugs were American. The thing is, everyone knew about that. In other words, it’s no secret. Good American medicine,” says Malif.
What the world is talking about
The United States regularly supplied ammunition and militants. These facts have been repeatedly revealed earlier.
In the summer of 2017, facts of deliveries of US-made weapons for ISIS terrorists were revealed. During clashes with government troops of the SAR [Syrian Arab Army, Assad’s troops], militants used US-made TOW-2 anti-tank missile systems, as well as SAMS anti-aircraft guns, which are capable of hitting helicopters and low-flying aircraft.
As the then chief of the Syrian Arab Army’s main operations department, Division General Ali Al-Ali, explained, terrorists get weapons purchased under the Pentagon’s program to aid US allies. Most of the weapons that fell to the radicals in Syria were bought by the American defence companies Chemring and Orbital ATK under the Pentagon government program to aid US allies.
After the Syrian army, with the support of the Russian Aerospace Forces, began to liberate the province of Deir ez-Zor, various facts about American cooperation with terrorists regularly emerged. Thus, with the mediation of the USA, ISIS jihadists had been transported out of Raqqa, which made it possible to announce the “complete liberation” of the city after a six-month siege. A video from a stringer, which recorded an organized withdrawal of IS fighters from Raqqa, was published by FAN in November 2017.
ISIS militants surrendered on the same principle in the city of Markada on the border of Hasaka and Deir ez-Zor provinces, as Al-Akbar reported. The Islamic State left this settlement without a fight, having concluded an agreement with Kurdish militants on unhindered exit from the territory of Markada. However, as a rule, the militants remained in their places, announcing that they were loyal to the Kurds.
In November 2017, the general agreement between ISIS militants and the Kurdish formations controlled by the United States became known. According to the text of the treaty, IS was obligated to cease hostilities against Kurdish radicals and Americans. In return, the terrorists received a number of privileges for themselves - they could not be transferred to a “third party” (ie, to the Syrian army or the Russian military), received free access to the territory occupied by pro-American forces, and retained control of the oil fields of Deir ez-Zor , which means cash flows.
At the same time, there began to be reports of the participation of the US military in the export of the leaders of the “Islamic State” from the territories where the fighting with the Syrian army continued. These cases were recorded in Mayadin, in Abu Kamal, as well as in the Syrian desert. According to eyewitnesses cited in major Middle Eastern media, American helicopters transported ISIS leaders from Deir ez-Zor to Hasaka. [Such US transport of terrorists has been reported, eg, by Al-Waght.]
Reports of cooperation between ISIS and the Americans appeared after the terrorist group was defeated in December 2017 by the Syrian army and the Russian Aerospace Forces. One of the most significant was the case of "ISIS gold." In February 2019, militants handed over to the Americans a “gold reserve of the Caliphate” in the amount of about 40 tons of gold in exchange for evacuating from the last territorial enclave of ISIS - the city of Al-Baghouz [this report is corroborated by a report in Modern Diplomacy].
Right after the American helicopters stole the gold, about 100 vehicles with ISIS terrorists and their families left Al-Baghouz and headed north, towards the Deir ez-Zora oil and gas fields. But as always, the Americans do not hesitate to receive money from their allies.
The presence of ISIS terrorists in areas controlled by American forces was also announced by the head of the General Staff of the Armed Forces of the Russian Federation Valery Gerasimov. According to him, the former ISIS fighters were transferred to the At-Tanf border crossing near the southern border of the SAR and the settlement of Al-Shaddadi in Hasaka province, where the United States military bases are located, which have actually become the main gathering centre of ISIS. A total of more than a thousand ISIS militants have been trained at these bases. They had been previously withdrawn from Raqqa and from the eastern coast of the Euphrates under US cover.
To try to find more witnesses, our correspondents had to go to the city of Skalbiya in the north of the Hama province. It was there that ISIS Hunter Muhammad Hussein Ahmad agreed to meet with us. He told the FAN correspondent that during the battles there were many militants with weapons and ammunition of American and Turkish manufacture.
“Even my friend took a rifle as a keepsake. She was Turkish made. MPT-76. Like a trophy. It is said to be an Iraqi weapon, but that is not true. There were not only weapons and ammunition. There were foreign fighters. Arabs, but not Syrians. Saudis, Tunisians, Moroccans, Sudanese. ”
According to Ahmad, American troops were also seen in the positions of the Islamic State.
“I remember that in 2016 I served in the people's militia in the city of Qamishli. We were based south of the city. And opposite us were the positions of ISIS. Loaded American columns drove towards their positions. When they were driving, the militants did not even shoot in their direction. And on any movement from our side, the militants immediately opened fire. As I said: the Americans drove without any problems in their direction,” explained the ISIS Hunter.
Our source among the Syrian troops confirmed Ahmad’s statement. He also noted that almost all intelligence reports that came from the territories bordering ISIS territory were filled with similar situations.
It took us several months to talk with the next person. He himself claims to be a civilian whom the militants of the “Islamic State” forced to fight on their side. After analysing the interview with him, we believe that the man knows too many details for the person who was forced to fight.
He currently lives in the province of Deir ez-Zor and does not want to reveal his identity. For convenience, we will call him Ali in the text.
According to our interlocutor, ISIS got into different ways. Ali himself, shortly before the war, went to work in Raqqa as a builder.
“I worked there, as I said, as a builder. Then, after some time, my employer disappeared somewhere. For some time I worked as a loader, but then me and two other men were taken to the militant squad,” Ali recalls.
Ali, like Ahmad, confirmed to us the supply of foreign weapons to the militants of the Islamic State.
He recalls that when he and four other ISIS members were sent to a mountain near Palmyra, new uniforms, warm clothes, products, and foreign rations were handed out in the ranks of the terrorists.
“We were told that it’s not Arab, but simply foreign ... American,” the FAN interlocutor recalls.

“There were a lot of fighters. From Raqqa, from Iraq, from Turkey and from the Tanaka camp. We were also told that the guys were trained by foreign instructors in this camp,” our interlocutor shared with the correspondent.
Ali himself did not see these camps, but spoke with those who were training in them.
“One was a sniper. He also had a big long tube, which could be used to spot distant objects at night. There were also foreign instructors, trainers and translators,” our interlocutor recalls.
US saved ISIS with Kurds
All the interlocutors of our correspondents were firmly convinced that the United States did not just help terrorists with weapons and instructors. They actually saved the militants in the most hopeless situations.
ISIS Hunter Muhammad Hussein Ahmad spoke about the events of the end of 2017, when government troops and their allied formations first attacked the east bank of the Euphrates during their assault on ISIS positions. This happened three kilometres north of the city of Deir ez-Zor in the area of the village of Wasil al-Khawij. According to him, there were terrorists in this village who began to offer armed resistance to the pro-government forces.
“We spent a lot of time there. They could not advance, they decided to gain a foothold in the only large building in the village. After that, they heard shouts: “Pupas (apostates), you will die!” “Allahu akbar.” Well, all that sort of thing ... ,” Ahmad recalls.
According to Ahmad, American troops were also seen in the positions of the Islamic State.

No one had any doubts that these were ISIS terrorists, however, an hour later, when the fire from the militants ceased, several vehicles of Kurdish armed groups supported by the United States drove up to the village.
“We began to carefully peer out the windows of the house where our position was. And literally a hundred meters from us in the middle of the street there was a pickup truck with the flag of these ... Well, the Kurdish forces, in general. A yellow one with a star. And next to it are several such neat fighters properly arrayed. They noticed us, started screaming for us to go out. They shouted that we need to talk, that we are here illegally and so on. We sat in the house for a long time, they also shouted something:
- Who are you? What are you doing here?
And they repeated again:
“You have no right to be here.” You have to leave here! You shot at our fighters!
We were very surprised. And most importantly - they saw that the "fighters," with whom we had a shootout, were standing behind them. They were bearded, one in a Jalabia (traditional Muslim clothing. - Approx. FAN). We argued, probably half an hour, and in the end decided to leave that village,” said Muhammad Hussein Ahmad.
The Syrian is convinced that the Kurds covered by the United States saved the terrorists.
“Literally a week later, when we organized an observation post near the railway, we constantly saw ISIS militants as part of Kurdish patrols. <...> The Americans there also began to appear regularly. Patrols ... Well columns, constantly from three to four cars. <...> Then, as I said, it turned out that the remains of ISIS were exchanging their lives for oil this way. They simply transferred the oil fields to the Kurds and the Americans. ISIS did not even need to leave these fields. They sit where they sat before. ”
But why is the US so tenaciously supporting ISIS over and over again? The simple answer is oil.
Syria's black blood
In November, the Federal News Agency issued a major investigation into exactly how the illegal oil production is accomplished under the auspices of the United States in Syria. More than two thousand thousand mercenaries from the American private military company Academi, better known by its original name, Blackwater, were transferred to the Syrian province of Deir ez-Zor to ensure the illegal export of oil from the country. The use of PMCs [private military companies] allows the United States to mask its wide military presence in the occupied oil-bearing regions of Eastern Syria and to officially declare “a decrease in the size of the US military contingent,” replacing each withdrawn soldier with several mercenaries. The driver himself claimed he was carrying oil from the al-Omar field, which is located on the eastern bank of the Euphrates [al-Omar is the richest oil field in Syria and is located in Deir Ez-Zor. Syrian troops were murdered here by the US under both Obama and Trump. There is no difference in the policies of the 2 administrations. They are controlled from above]. In 2016, when the FAN interlocutor began to engage in the illegal export of Syrian oil to Iraq, the oil and gas fields of Deir ez-Zor province (including al-Omar) were under the control of Islamic State terrorists.
The driver could not say exactly who he worked for, but whoever the oil belonged to - Kurds, ISIS or Americans, he talked with the same people.
According to FAN estimates, based on data from the Ministry of Oil and Mineral Resources of the Syrian Arab Republic, the United States produces and sells [Syrian] oil valued at $3.3 million per day ($1.1 billion per year). Initially, the States did not participate in oil revenues. However, after negotiations with the SDF top ranks, the United States began to receive its percentage of illegal sales.
Now, the United States is taking about 70-80 million dollars in profit per month, and only about 10 million dollars is distributed among the leaders of the Kurdish militants. Blackwater mercenaries have appeared at the fields, the Kurds got modern extraction technologies, which they could not afford before, and also professional engineers arrived who helped to increase production several times.
Kurdish radical groups from the SDF and personally the leader of the "Democratic Forces" Mazloum Abdi became a pillar of the US criminal business. A terrorist of the Kurdistan Workers Party (PKK) with twenty years of subversive activity, Mazloum Abdi has received many benefits for himself personally from cooperation with the States. According to sources in the Kurdish diaspora, the SDF leader now has large estates in California and Florida, received from the Pentagon in exchange for loyalty to the States. Instead of a pullout
All the people with whom we spoke in Syria, on the part of both the legitimate authorities and the militants, told us the same thing - the Americans in Syria are not defeating terrorism. They bring them up there. By their actions in support of ISIS and the illegal export of oil from the SAR [Syrian Arab Republic], the US government is trying to create a zone of instability in Syria.
Further, the United States of America did not try to fight terrorists in Syria. They transferred Syrian oil as a source of financing to terrorists, and also integrated ISIS terrorists into Kurdish formations in order to breathe new life into them.

Born in 2001 in the Republic of Uzbekistan. In the family, in addition to mother and father, there were two more sisters, the first born in 1999, the second in 2008. In 2005, Malif's father left the family. In 2013, his mother met his future stepfather Ibrahim, who took them to Kazakhstan and then to Istanbul. From there, the family headed to Cairo, where they have been living for almost a year. In 2015, together with a group of 8 people, they illegally crossed the Syrian border and ended up on the territory of ISIS. He lived in Raqqa for 4 months, then was transported to Tabqa. He was sent to the battalion of Abudujan Dagostani. In 2016, he was transported along with other fighters to Palmyra.
