Only two of the top ten historic pandemics originated in physical China. We can attribute only one to the responsibility of a Chinese government, and that would be the Asian flu pandemic of 1956–58. This outbreak originated in China under Chinese rule, namely, the Chinese Communist Party under Chairman Mao Zedong. The other, the so-called Hong Kong flu, originated in Hong Kong but there was no Chinese national government there. The province was a British colony and was administered by a British governor. There was no Chinese official you could have held responsible for the outbreak.
As for today’s COVID-19, while Western media do not permit an open discussion, it is not yet 100% clear where the strain actually originated. Chinese media and social media are blaming it on a malicious infection that would have been a product of bio warfare waged from abroad. The fact that the two countries that the US deems its worst adversaries, ie. China and Iran, were the first to experience an outbreak, fuels the debate. The reason Britain carries considerable responsibility is that, in addition to the Hong Kong flu, which broke out in British-administered Hong Kong as stated above, both the 3rd and 6th Cholera pandemics broke out in India, which was then under British rule. The Third Cholera pandemic lasted from 1852 to 1860. While India was not yet a colony until 1858, it was administered by the British East India Company from the 18th Century onward and the Pitt's India Act of 1784 gave the British government effective control of the private company. Thus, if you wanted to hold a government responsible for the Third Cholera pandemic, the British government was the party to be held accountable.
Likewise, the 6th Cholera pandemic broke out in British-ruled India in 1910 and lasted until 1911.
That makes 3 pandemics originating in territory that was under British responsibility vs only one demonstrably originating in territory under Chinese control.
