Like many questions by Westerners related to geopolitics, your question contains a false assertion. The Syrian army is not incapable of capturing Idlib. The Russians and Syrians have been winning every battle against the Western-backed thugs in that province for many months now. But there is a huge number of thugs there and the war won’t be won overnight.
 
If you regularly read, eg, subscribe to, one of the sites linked below, you will be able to receive daily updates on the steady progress made in defeating the terrorists in Idlib:

These are some of the only sites that are reliable and that provide essentially daily updates of war progress by the Syria-Russia alliance in the Middle East. Other news comes largely from the Syrian Observatory for Human Rights, a site located in England, which has essentially no reporters or stringers on the ground in the Middle East and is essentially biased against the legitimate government of Syria.
 
It goes without saying that the Western media and politicians want you to think the above-linked sites are “unreliable,” and they have waged an ongoing campaign to keep you in the dark – essentially by publishing next to nothing on progress in the Syrian conflict. Naturally, as you might expect, the assassination of ISIS head Baghdadi got major news coverage, and many Westerners no doubt thought this was a kind of turning point and that the US had made a great stride in the war. It was nothing but a drop in the bucket. There is no US war on terror and never was. (Remember the miles-long lines of ISIS white Toyotas travelling across the desert in broad daylight during the “War on Terror” in the Obama years? If there had been a real such war, not one of those trucks would have covered more than 5 miles. No US president will ever fight a sincere fight against terror in Syria. The main goal still is to take out Assad in order to please the Saudis and Israel). The news of that assassination, whether true or not, was propaganda aimed at making gullible Westerners think “something is being done.”
 
And consider this: how much has your favourite news outlet told you about the progress of the Russians and Syrians in this war? They are fighting terror groups every day but there is almost no coverage in the West!
 
Trump announced many months ago that his administration had totally defeated ISIS in Syria. Yet he now says he has troops stationed in Deir Ez-Zor to protect the oil fields from... yes, ISIS. Does America ever think for itself any more?

I would suggest the main goal remains "death to President Assad" largely for our own government's sake, in truth.
Our "entire narrative" we have been given is totally dependent on "sustained belief in our righteous system of government, our righteous judgment of Nations, and our right to correct those we are supposed to believe are "evil" and thereby "must be destroyed", as in "the Evil Empire", totally oblivious of what "Deep State's back-side" looks like to any sensible "folks back home", mainly "just deplorables", subject to baskets, when needed to be present, to be objected to.
Break one significant piece of the narrative, and before you know it, some people "will question everything". It happens anyway, but they have gotten away with calling us "conspiracy nuts", but the shell is cracked, broken, holes that can be seen through. Now, those with planks in their eyes, need help getting them removed, but won't ask. You can lead a horse to water, but you can't make him drink.
